BYLAWS
of the Georgia Association of Teacher Educators

Article I: Dues and Fees
Section 1 Dues
Annual membership dues shall be established. Changes in annual membership dues for both the Regular, Retired and Student classification shall be recommended by the Executive Committee and approved by the majority of membership at the annual business meeting.
Section 2 Operational Fees
All persons attending conferences, clinics, workshops, and other meetings may be charged registration fees. These fees shall be recommended by the director of the conference, clinic, workshop, or meeting and approved by the Executive Committee.
Article II: Duties of Officers
Section 1 General
The duties of officers shall be such as their titles imply and as the By-Laws state.
All elected officers, ATE Delegates, ATE Alternates and the Immediate Past-President shall serve as voting members of the Executive Committee except that the President shall vote only in the case of a tie vote.
The Executive Secretary shall serve as an ex-officio member without vote on the Executive Committee.
Section 2 Duties of the President

- Shall serve as chair of the Executive Committee.
- Shall determine the number and kind of standing committees with the exception of the Nominations Committee, and ad hoc committees and commissions subject to the approval of the Executive Committee.
- Shall appoint the chair and members of all standing committees and ad hoc committees and commissions subject to the approval of the Executive Committee.
- Shall be a member ex-officio without vote of all committees and commissions with the exception of the Nomination Committee.
- Shall serve as the chair of the annual business meeting
- Shall submit an annual report to the Executive Committee and the annual business meeting.
- Shall act for the Association between meetings of the Association.
Section 3 Duties of the President-Elect

- Shall assume responsibilities as designated by the President
- Shall serve as the Acting President of the Association in the temporary absence of the President.
- Serve along with the past President as co-chair of the planning committee for the annual meeting(s) of the Association.
Section 4 Duties of the Secretary

- The Secretary shall serve as Secretary of the Executive Committee as well as for the organization.
Section 5 Duties of the Treasurer

- The Treasurer will disburse money only with approval of the President and/or the Executive Committee.
- The Treasurer will propose a financial report to present at the annual business meeting and to the Executive Committees as requested.
- Shall be responsible for having the accounts of the Association audited prior to the annual business meeting.
- The Treasurer must be bonded
Section 6 Duties of the Executive Secretary

- Shall be responsible for submitting an annual budget to the Executive Committee 30 days prior to the annual business meeting.
- Shall be responsible for maintenance of all records and paper of the Association.
- Shall be responsible for the execution of the Association policy
- Shall facilitate communication between individual members of the Association and others who may inquire.
- Shall coordinate the planning of meeting(s) of the Association at the direction of the President
- Shall be responsible for submitting an annual report of the meeting(s), activities, services, and a copy of all unit publication to the national office of ATE within one month subsequent to the annual meeting.
- Shall be responsible for all other such duties as may be assigned by the Executive Committee.
Section 7 Duties of the Past President

- Serve along with the President Elect as co-chair of the planning committee for the annual meeting(s) of the Association.
- Assume responsibilities as designated by the President.
Article III: Executive Committee
Section 1 General Responsibilities

- Shall be the policy making body of the Association.
- Shall set the term of office and select the Executive Secretary.
- Shall have the power to approve Presidential recommendations of standing committees and to ad-hoc committees and commissions.
- Shall have the power to approve Presidential recommendations of chair and membership of standing committees and ad-hoc committees and commissions.
- Shall determine the nature of regional and /or local representations.
- Shall be empowered to fill vacancies in the delegate representation.
- Shall approve the annual budget.
Article IV: Editors, Standing Committees and Ad Hoc Committees and Commissions
Section 1
The President with the approval of the Executive Committee may establish and dissolve such committees and commissions as are deemed necessary (save that a membership committee shall be established and measures provided for maintaining and increasing unit membership).
The size of each committee or commission shall be determined by agreement among the President, the chair of the committee or commissions, and the Executive Secretary. Actions and recommendations of each committee or commission are subject to the approval of the Executive Committee.
Section 2 Editors
The editors of the GATE Journal and the Newsletter shall be appointed to three year terms. They may succeed themselves.
Section 3 Standing Committees
Standing committees shall include the (1) Membership Committee, whose Chair, serving at the pleasure of the President, shall be appointed for a three year term and may succeed self; (2) Conference site and (3) Awards Committee Chair, both of whom shall hold on-going appointments serving at the pleasure of the President and the Executive Committee.
Committee chairs may appoint additional committee members as they deem necessary.
Section 4 Conference Planning Committee
The committee will supervise and coordinate the overall conference planning process, develop the conference theme and the strands, establish the due dates for completion of specific tasks, and communicate with other committees involved in conference planning. The Conference Planning Committee will regularly report progress on conference planning to the Executive Committee and make recommendations and seek Executive Committee approval as needed.
Section 5 Status
Editors and Standing Committee Chairs shall serve as non-voting, ex-officio members of the Executive Committee.
Article V: Local Units
A local unit may be authorized by the Executive Committee provided that the application for the establishment of the unit shows that:

- At least 20 people who hold Regular membership in the State unit desire the proposed local unit. Membership in the National Association of Teacher Educators is not required but strongly recommended. Student membership may not be counted as part of the 20 people.
- The proposed unit structure provides for membership and full participation without regard for race, color, creed, or gender.
- A constitution has been adopted by vote of at least two-thirds of the membership of the proposed unit and is approved by the Executive Committee of the State Unit.
- Officers will be elected; at least once local unit meeting held each year; a variety of activities and services benefiting the members of the profession will be planned: and a report of such meetings, activities, services and a copy of all unit publications will be sent to the State Executive Secretary.
- All local units shall have complete autonomy in all matters that do not conflict with the Constitution and By-laws of the State Association.
Article VI: Coordination with Other Organizations
Section 1 By the Association
The Association shall participate in the activities of such educational organizations as shall be approved by the Executive Committee.
As a State Unit of the Association of Teacher Educators, the Association shall be subject to the regulations of the national Association and promote and urge membership in it.
Section 2 With the Association
Educational organizations may affiliate with the Association and participate in activities of the Association. Such affiliation shall require approval by the Executive Committee.
Article VII: Fiscal Year
The fiscal year shall extend from July 1 through June 30 of the ensuring year. The terms of all elected officials shall coincide with the fiscal year.
Article VIII: Rules of the Meetings
All business meetings shall be conducted according to the latest edition of Roberts Rules of Parliamentary Procedure provided that such rules do not conflict with any provision of the Constitution and By-laws.
Policy Statement
The President shall represent the Georgia Association of Teacher Educators at the Association of Teacher Educators Council of State Presidents and as a member of the Southeastern Regional ATE (SRATE). (adopted 4/24/87).
